Ah you are absolutely right; Merton has the amentity=university on the relation rather than the individual ways. Apologies.
I'll still make the much weaker point that because all constituent ways are tagged with name=Merton College, the relation should also get this tag (as the relation is missing this tag). It doesn't strike me as an unusually incorrect way for this collection of ways+relation to end up being tagged; so from the OSM editor point of view, they've done nothing noticeably wrong, and from the osm2pgsql users' point of view, we just get silently dropped data.
