[Tile-serving] [openstreetmap/osm2pgsql] Multi-backend and boundaries (#593)

Giving it some more thought, make_boundary shouldn't be necessary because with the multi-backend the tables are completely independent and it doesn't need to build a polygon + linestring at the same time, so I should be able to do logic like I would if it were a route relation.

It looks like process_relation is not called for a line table
