[Tile-serving] [osm2pgsql] make tests pass when LUA is not compiled in (#553)

Also adds a switch to explicitly disable lua support. I'm tempted to have cmake fail if it cannot find the lua libraries unless lua support has been explicitly disabled with this switch.
