[Tile-serving] [openstreetmap/osm2pgsql] Should planet_osm_polygons have MultiPolygon geometry type, not Geometry? (#573)

FYI, I have mostly gotten imports working on [my branch](https://github.com/rory/osm2pgsql/tree/polygon-table-has-polygon-col-type), however I am still working on getting data updates working.
