[Tile-serving] [openstreetmap/osm2pgsql] multi style json examples fail to parse on Boost 1.59+ (#647)

Boost switched the implementation of the json parser in version 1.59. The new parser no longer supports inline comments. That means that the `multi.style.json` and `./tests/test_output_multi_tags.json` can no longer be parsed.
