[Tile-serving] [openstreetmap/mod_tile] Fix build against mapnik 3. (#87)

This must be out of date anyway if mapnik 3 works on the OSM servers, so I'm closing it.

I think the BPG commits are there because the PR was stalled and I started using the branch for other stuff, and github PRs can only use the whole branch, not specific commit.
