Well it worked for me http://wiki.openstreetmap.org/wiki/User:SomeoneElse/Ubuntu_1604_tileserver_load :)

Obviously the difference is you're building Mapnik from source and I'm not.  Presumably a pastebin of all of the attempted build of renderd would be useful here to see exactly what's failing.
