[Tile-serving] [openstreetmap/osm2pgsql] Gazetteer: use hstore column for address parts (#737)

Looks okay to me, but I didn't really review the logic changes for correctness.

With hstore being required for the gazetteer backend do you think we need to change any documentation? We don't document much about the gazetteer backend so I'm not sure there's a place.
