[Tile-serving] [openstreetmap/osm2pgsql] Use -fsanitize=address on travis (#728)

per https://github.com/openstreetmap/osm2pgsql/issues/731#issuecomment-289264088 I'd rather refactor it and get rid of strdup. Whitelisting is possible, but whitelisting a function which leaks can lead to error reports elsewhere.
