[Tile-serving] [openstreetmap/osm2pgsql] Use libosmium for geometry building (#684)

libosmium master branch now contains the necessary changes for this PR. I've updated our version in contrib to current master. We should remember though to update to a released version of libosmium before doing a new osm2pgsql release.
