[Tile-serving] [openstreetmap/osm2pgsql] Long import of Europe data file (#676)

 * Increase osm2psql's cache size (-C parameter). The default setting will be slow for Europe size settings.
 * Use flatnode store (see README.md).
 * Don't use the -E parameter, use -m. -E will cause the projection library to be used which is slower than the hand-crafted mercator conversation.
