[Tile-serving] [openstreetmap/osm2pgsql] Use -fsanitize=address on travis (#728)

I'm going to merge this as-is. The strdup doesn't come up with the current tests run, and if we want to run DB-requiring tests, we can do that in 3rd instance that doesn't have `-fsanitize=address`.

Also, getting rid of strdup is probably going to happen sooner than running the full tests on travis ;)
