Well, half of the work is still left. I am rewriting the part which determines which tiles intersect with a geometry. Work is done on branch [tile-selection-rewrite](https://github.com/Nakaner/osm2pgsql/tree/tile-selection-rewrite). The branch might look stale but I continued work on it on Friday but its not in a state which can be pushed. (Some unit tests are missing, some are failing due to bugs in the implementation)
