[Tile-serving] [openstreetmap/osm2pgsql] free(): invalid size (#773)

Making a debug build resulted in an assertion failure, so I'm renaming the issue with a more descriptive name

osm2pgsql: /home/pnorman/osm/osm2pgsql/contrib/libosmium/osmium/builder/builder.hpp:85: osmium::builder::Builder::Builder(osmium::memory::Buffer&, osmium::builder::Builder*, osmium::memory::item_size_type): Assertion `m_buffer.builder_count() == 0 && "Only one builder can be open at any time."' failed.
```
