[Tile-serving] [openstreetmap/osm2pgsql] Extracting middle sources to the separate folder (#761)

Grouping the files by their prefix doesn't make much sense to me. The prefix indicates a subclass implementation. But there are other files that belong to these implementations as well. Subfolders would be much better organized by logical components.

Closing this as it is unlikely to ever get merged. I strongly recommend concentrating on (relatively small) functional changes for first-time contributions. Changes to coding style and file structure always have a huge impact on maintainability of a project. That makes them unlikely to be accepted as a casual contribution.
