This isn't an issue with renderd or mod_tile. You can find documentation on how to manage PostgreSQL users in its docs, but the problem is you are running renderd as root. Don't do this, it is a horrible practice and security hole.

You're also not following the directions you linked, because they don't tell you to do that.
