[Tile-serving] [openstreetmap/osm2pgsql] Remove an unused parameter and compile with -Wextra on travis (#701)

I pulled out the Travis commits since I need to figure out why it's getting different errors, and it turns out there's a bunch more stuff to be done before looking at -Wextra
