[Tile-serving] [openstreetmap/mod_tile] Use systemd in debian package and enable auto restart on crash with it (#154)

Please don't remove a working SysV Initscript in favor for systemd. The classical start/stop script are still accepted and of course supported in Debian based systems. So there is no need to remove init scripts.
