[Tile-serving] [openstreetmap/osm2pgsql] Extend mercator projection to 89.99 latitude (#795)

Also switches to libosmium's projection function which uses a faster approximation for lower latitudes.

Fixes #793.

When importing Antarctica, the number of valid polygons increases from 64954 on master to 66949 in this change and the number of notices from postgresql wrt self-intersecting polygons decreases from many to 0. I have not checked the outcome visually.
