[Tile-serving] [openstreetmap/mod_tile] Can't compile mod_tile on ubuntu xenial (#169)

Not sure what you're doing differently, but it still works for me.  I've just tested on a server on which I'd previously installed the prereqs (see https://switch2osm.org/manually-building-a-tile-server-16-04-2-lts/ down to the "mod_tile" bit), then cloned ttps://github.com/openstreetmap/mod_tile into a new area, then did the autogen, configure and make.  Results in https://map.atownsend.org.uk/tmp/ts_mod_tile_20170920.txt .
