[Tile-serving] [openstreetmap/osm2pgsql] update Osmium cmake script and add one for protobuf (#837)

Scripts are copied from libosmium 2.14.0. The protobuf script will properly check for the headers and allow to include an external version.

Require libosmium 2.14 because of the external protobuf library.
