[Tile-serving] [openstreetmap/osm2pgsql] Skip output for untagged objects (#815)

I've tested this on a planet-side openstreetmap-carto DB. Import time for node is approx. half with this change and there is no significant difference for ways and relations (as excepted). Given that node processing makes up a rather small part of the processing time, the actual gain is in the order of 1%. So not sure it is worth it. The changes might be more significant for a multi-table import like cleartables. But in the end using luajit showed a much higher improvement, so it that is likely the better road to follow.
