[Tile-serving] [openstreetmap/osm2pgsql] Return error when Lua tag transform cannot be read (#842)

I haven't really looked much into the test cases yet. Do we already have tests to cover errors during tag processing, like "Tag transform style does not contain a function filter_tags_node"?
