[Tile-serving] [openstreetmap/osm2pgsql] Support for dynamic gazetteer style via json config file (#884)

Documentation of the configuration format and pre-defined styles will be part of Nominatim. There is an example style in the test directory. It implements the same style as was hard-coded as before.
