Could you elaborate about the odd Postgres setup? Is there a particular reason why not to build against Postgers 9.6 as well? Would we run into issues with backwards compatibility?

Do you think wingetopt is small enough that we could simply build it as part of the appveyor script as well? It would be nice to have all dependencies available via automatic builds.
