But you've got the PostgreSQL client headers from conda, right? Since PostGIS isn't used when building osm2pgsql, only when testing, I'm not too worried there.

Lua is from LuaBinaries, which is official, so I'm not worried there either. It's also probably more active than the NuGet Lua project.
