[Tile-serving] [openstreetmap/osm2pgsql] objections to renumber the ids in the process osm2pgsql / mapnik / renderd (#824)

I'm just asking for the rules and pratics. I read in some page that renumbering wasn't a good idea but I didn't find it re read the post.
A possible answer was that similar solutions already exist.
