[Tile-serving] [openstreetmap/osm2pgsql] appveyor: use locally cached packages (#825)

The downloaded packages are causing trouble with appveyor. Postgis has changed versions and does not leave older versions available and sourceforge is unbearably slow. I've put copies of the packages on the OSM dev server which appveyor now uses. There is a README in the download directory that explains where they originally came from, so that we can get updates when necessary.
