[Tile-serving] [openstreetmap/osm2pgsql] --expire-tiles: Parameter parsing does not work (#830)

I noticed something similar a while back and made some changes that you can see at https://github.com/SomeoneElseOSM/mod_tile/blob/switch2osm/openstreetmap-tiles-update-expire#L155 etc. See also https://wiki.openstreetmap.org/wiki/User:SomeoneElse/Ubuntu_1604_tileserver_load#Updating_your_database_as_people_edit_OpenStreetMap .  FWIW I wasn't aware of any "correct" instructions for tile expiry in the wiki or I might have tried to fix them :)
