[Tile-serving] [openstreetmap/mod_tile] Error while running make for mod_tile (#173)

I was getting this error. Then i deleted the folder in home where I cloned mapnik and just used the default ubuntu mapnik install.

> sudo apt-get install autoconf apache2-dev libtool libxml2-dev libbz2-dev libgeos-dev libgeos++-dev libproj-dev gdal-bin libgdal1-dev libmapnik-dev mapnik-utils python-mapnik

I installed all that as described by this tutorial: https://switch2osm.org/manually-building-a-tile-server-16-04-2-lts/

Now the make works fine.
