[Tile-serving] [openstreetmap/mod_tile] How to use protocol version 3? (#176)

@paazmaya Would it be possible to include a few more details (e.g. "protocol 3 of what") so that anyone who stumbles across this issue has a bit more idea of the context?  Also perhaps the system info where you're having problems rendering .pngs?
