[Tile-serving] [openstreetmap/osm2pgsql] Return error when Lua tag transform cannot be read (#842)

I'm getting tons of unrelated changes for tests/test-options-parse.cpp when running with clang-format-5.0. Is this expected? Anyway, I have restricted the clang-format changes to those parts I added in this PR.
