[Tile-serving] [openstreetmap/mod_tile] Ubuntu 18.04 - mod_tile Build fails at make, UChar errors (#179)

@f00dl3 How did the machine get to 18.04?  People who've had problems with early versions of https://switch2osm.org/manually-building-a-tile-server-18-04-lts/ often had PPAs in place, and I've had issues with earlier versions of upgraded machines due to multiple older versions of packages in place.  Also what architecture are you on?  The UChar / Uchar32 messages are a bit odd.
