[Tile-serving] [openstreetmap/osm2pgsql] Unable to import north-america-latest.osm pbf (#876)

@lonvia We may not be able to update very soon. Is there any problem on the settings we have in postgresql.conf regarding to the system we have(6 vCPU, 16 GB RAM and 550 GB storage)?
