[Tile-serving] [openstreetmap/osm2pgsql] -x option stopped importing all objects (#849)

Commented out in _osmdata.cpp_ three conditions starting with:
`if (with_extra || ...`
for nodes/ways/rels and now everything is imported.
So something is wrong with loading the value of variable _with_extra_?
