[Tile-serving] [openstreetmap/osm2pgsql] -x option stopped importing all objects (#849)

Looks like filtering in _output-pgsql.cpp_ is a problem.
I commented out a call of _m_tagtransform->filter_tags_ in _node_add_ and _pgsql_process_relation_ and commented out all usages of variable _filter_ in _way_add_.
Now all points, ways and polygons seem to be back.
Have not done through testing yet.
