[Tile-serving] [openstreetmap/osm2pgsql] Failed to create node cache file: Permission denied (#877)

It was a permissions issue, not with osm2pgsql. If you stumble on the same issue, [here's](https://gis.stackexchange.com/questions/300563/osm2pgsql-permission-denied-when-creating-node-cache-file) what I did.
