[Tile-serving] [openstreetmap/osm2pgsql] No visible error when index creation fails (#1009)

My last planet import failed in the indexing stage because it run out of disk space. The error showed up in the postgres logs but not in the osm2pgsql output.

Expected: osm2pgsql throws an error when one of the SQL commands in the indexing stage fails.
