[Tile-serving] [openstreetmap/osm2pgsql] Don't use ST_GeoHash for ordering (#1016)

2.0, 2.1, and 2.2 are EOL. I'm okay with the performance loss on 2.3 and older, given how unrealistic I view 2.3 + master osm2pgsql as being - you'd have to be on debian oldstable or something similarly old.
