[Tile-serving] [openstreetmap/osm2pgsql] Extend gazetteer tests to ways and relations (#1042)

Parametrize gazetteer tests so that not only nodes are imported but also ways and relations. Geometries are created at random. For relations a simple tetragon from a single way is used.
