[Tile-serving] [openstreetmap/osm2pgsql] Update options.cpp (#893)

Getting rid of that special -1 shouldn't be too difficult: _{Node location} bitwise-XOR {undefined location magic number}_ before writing locations to disk would turn an all zero page into an all undefined location page.

I don't know if this would actually help, it's just an idea and I didn't test anything.
