[Tile-serving] [openstreetmap/osm2pgsql] OSM data change to postal_code not updated in Nominatim (#933)

I removed the tag `postal_code=Wyandotte, KS` from https://www.openstreetmap.org/way/13400804 two days ago.

https://nominatim.openstreetmap.org/details?osmtype=W&osmid=13400804
still shows `Address Tags` => `Wyandotte, KS (postcode)` and same in my database.

I removed many US broken postcodes in OSM, e.g. those containing no numbers, and can't see other failed/missing updates so I think it might be the `postal_code` tag having special handling during import but not data update.
