What do the kernel logs about the OOM killer say? I'm trying to think of ways to isolate if it's an osm2pgsql issue, or a DB issue.

For testing purposes, can you try with `--number-processes 1`.

It shouldn't matter for this bug, but that shared_buffers is extremely low. More conventional would be 8-16GB.
