[Tile-serving] [openstreetmap/mod_tile] Segfault on X-forwarded-for (#198)

When  enabling `ModTileEnableTileThrottlingXForward 1 or 2`, mod_tile segfault.
No problem with `ModTileEnableTileThrottlingXForward 0`
Exemple with request X-forwarded-for header : `127.0.0.1 `

Apache error.log
