[Tile-serving] [openstreetmap/osm2pgsql] Add clang-tidy make target and basic clang-tidy config. (#975)

This changes the CMake config to add a target "clang-tidy". It also adds a very basic clang-tidy config that will run almost all available checks. This is only to get us going. We'll probably want to disable some clang-tidy checks in the future.
