[Tile-serving] [openstreetmap/osm2pgsql] Update libosmium to 2.15.4 (#1007)

The latest libosmium version fixes an issue were area building takes too much memory. With this version memory usage for an import of Oregon goes down from 13GB to 0.5GB. I guess that's well worth  a 1.2.1 release (really backporting only this time).
