[Tile-serving] [openstreetmap/osm2pgsql] Settings for importing the whole planet in 2019 (#962)

On the Postgres side I also change these to reduce wal activity, saving I/O.

```
wal_level=minimal
max_wal_senders=0
```

Thanks for the reminder the a caveat for drop/unlogged!
