[Tile-serving] osm2pgsql.exe available now for Windows users through MS4W

Just an update on this: I received notice that someone deleted MS4W from
the binary section today, so I have re-added it now, and I confirm that
osm2pgsql.exe is still being shared with the Windows OSM community users
through MS4W.
