[Tile-serving] [openstreetmap/mod_tile] Consider splitting this repository into two: libapache2-mod-tile and renderd (#206)

In this repository there are actually two pieces of software:

* `libapache2-mod-tile`: serves tiles (based on a webserver, here Apache2)
* `renderd` renders tiles (based on backend, here Mapnik)

There are good use cases of using `libapache2-mod-tile` together with [`tirex`](https://github.com/openstreetmap/tirex) instead of `renderd`. Or maybe somebody writes a tile server extension to another webserver, a `renderd` in its own repository would encourage the integration, independently of `libapache2-mod-tile`.

Therefore I'm suggesting to split the code and I'm volunteering to provide pull requests, if this motion is being considered interesting. Thank you.
