If the tile expiry mechanism does not track some changes (deleted 
objects, relations), it means that some tiles may show outdated data for 
quite a long time if no other change happen on them (which may be unusual).

To be sure these tile get updated some time, a global re-render is 
necessary. It may happen on style changes, which may be enough.
